Kailua and Lanikai Survey RFP

SHPD’s responses to questions received from the Kailua and Lanikai Survey RFP
 
  • Approximately how many resources are expected for the reconnaissance-level historic resource survey? Between 500-600 individual properties/TMKs that may include between 1-5 individual resources.
     
  • Does SHPD want RLS to be completed per the survey Guidelines guidance for that, and then subsequently have the NRHP nomination form fields (such as integrity, significance, etc.) completed for the resources identified as potentially eligible in the RLS? The RLS should be completed per the guidelines. A NRHP nomination form does not also need to be completed but an assessment of integrity and significance should be made within the RLS.
     
  • For 8. Sensitivity maps, the RFP asks for a 90-meter buffer to be shown around resources. Would this be specifically for iwi/burials (which is the common burial preservation plan buffer), or for all identified sites regardless of type? The buffer should be shown around all resources, not just iwi kupuna. 
     
  • How many knowledgeable individuals are expected to be interviewed/consulted for this project? Will the consultant identify these, or will SHPD provide recommendations for the interested/knowledgeable parties? No fewer than three knowledgeable individuals should be consulted for this project. It would be appropriate for the offeror to identify individuals whom they will consult or interview. However, SHPD may recommend alternatives to the selected offeror during the execution of the contract.
     
  • What is the survey area? Is it the entire Kailua ahupuaʻa? (see attached maps)
     
  • Will SHPD provide the build dates for architectural properties in the survey area? Build dates may be provided by SHPD, if known. The selected offeror may need to investigate public records, reach out to property owners interested in providing information, or make estimations based upon architectural style, construction method, or other information.
     
  • Can SHPD provide an example architectural survey form to assess the level of documentation required in each form? (See attached)
     
  • Is there an existing example of a historic properties survey report for architectural, archaeological, and cultural historic properties to assess the level of documentation required? (see attached RLS for architectural resources of Wahiawa).
     
  • Relatedly, the RFP denotes that historic contexts and periods of significance should be identified in compliance with several guidelines and standards, including HAR §13-276. Later, the RFP says to undertake a literature review and field inspection/ pedestrian survey  – with no subsurface testing. Please clarify if archaeological pedestrian survey should be included for the entire survey area per HAR §13-276.  It would be appropriate for the selected offeror to have a qualified archaeologist conduct a pedestrian survey through the Kailua and Lanikai areas to assess the neighborhoods for any resources that could be identified as “archaeological”, to confirm or understand findings analyzed during previous surveys or studies identified during the literature review, and to identify resources that may be missed by qualified professionals conducting the architectural survey. 
     
  • Please provide the expectation for professional qualification standards for ethnography. PQS addresses the other fields sought in the RFP, but not ethnography. Archeology and Historic Preservation; Secretary of the Interior’s Standards and GuidelinesThis is a typo; the RFP should have referenced Hawaii Revised Statutes instead. Please see Hawaii Administrative Rules (HAR) Section 13-281-6, “Ethnography”.
