Summary of Applications for the Lahaina Surface and Ground Water Management Area: Applicants Claiming Appurtenant or Traditional and Customary Rights

Public notice has been issued for Applications for Surface Water Use Permits (SWUPAs) by applicants claiming appurtenant or traditional and customary rights within the following streams (surface water hydrologic units):

  • Honokōhau
  • Honolua
  • Kahoma
  • Kaua‘ula
  • Olowalu
  • Ukumehame

Background

On June 14, 2022, the Commission on Water Resource Management rendered a decision to accept the Chairperson’s recommendation to designate the Lahaina Aquifer Sector Area as both a Surface and Ground Water Management Area that includes the Honokōhau (6014), Honolua (6013), Honokahua (6012), Kahana (6011), Honokōwai (6010), Wahikuli (6009), Kahoma (6008), Kaua‘ula (6007), Launiupoko (6006), Olowalu (6005), and Ukumehame (6004) Surface Water Hydrologic Units and the Honokōhau (60201), Honolua (60202), Honokōwai (60203), Launiupoko (60204), Olowalu (60205), Ukumehame (60206) Groundwater Hydrologic Units (see map for areas affected).  This decision was made in accordance with Part IV (Regulation of Water Use) of the State Water Code, Chapter 174C, Hawaii Revised Statutes, and Title 13, Chapter 171 (Designation and Regulation of Water Management Areas), Hawaii Administrative Rules.

Effective Date: August 6, 2022 (date of publication of public notice).
