RULES FINALIZED FOR STATE’S FIRST COMMUNITY-BASED
SUBSISTENCE FISHING AREA

State Land Board to Review on Friday

(Haʻena, Kauai) — The DLNR Division of Aquatic Resources (DAR) has finalized the management plan for the Hāʻena Community-Based Subsistence Fishing Area (CBSFA) and will brief the Hawaii Board of Land and Natural Resources (BLNR) on the outcomes of the public comment process and the final management plan at its regular meeting on August 26th, 2016.

Administrative Rules for the Hāʻena CBSFA were approved by the BLNR in October 2014, and took effect a year ago after being signed into law by Governor David Ige.  DAR has installed signs at access points along the Hāʻena coastline informing people about the rules, and has developed a draft management plan in consultation with Hāʻena residents and other interested parties as required by statute and the Hāʻena CBSFA rules.

After a draft management plan was completed, DAR provided a six week public comment period earlier this year.  It also hosted a public meeting on Kaua‘i in April to allow people an opportunity to review it and provide input. That meeting, according to CBSFA planner Erin Zanre,  “Epitomized the spirit of collaborative management and cross-divisional cooperation. The DLNR Divisions of Aquatic Resources; Boating and Ocean Recreation; & Conservation and Resources Enforcement were represented, along with the Hui Maka‘āinana o Makana, Limahuli Garden and Preserve, and Hāʻena Makai Watch.” The three part meeting included informational presentation, a panel discussion followed by a question and answer session, and a formal comment session where DAR recorded all comments on the draft management plan. An overview of this process and associated management plan revisions will be addressed during DAR’s briefing to the BLNR.
