Boater Registry
For visitors and new residents, if you are from out of State and you have completed a NASBLA approved boating safety course and want to cite reciprocity so you can operate your vessel in Hawai`i, you can call or write to DOBOR’s Vessel Registration and Titling Branch for a temporary (60-day) BSEC. Please join the Registry so your official DLNR/DOBOR BSEC will be sent out when processing of requests resumes in mid-November.
If you took your NASBLA approved course many years ago and have your credential, but it does not have the blue course approval stamp, you may request a temporary BSEC by calling or writing the Vessel Registration and Titling Branch as well.

For all others, if your credential has the blue course approval stamp, feel free to use it to operate your vessel until we can issue your BSEC. We thank you for your patience.

The Hawaii Certified Boater Registry is an electronic database that is maintained by DOBOR. Inclusion in this database is optional but is strongly recommended. Joining the Registry allows a boater to easily replace a Boater Safety Education Card if lost or destroyed. Anyone who has already requested to be included in the Registry in-person does not need to complete this online form.
All information submitted to the Registry is never published and will only be accessed by authorized DLNR employees and law enforcement personnel.

For holders of Merchant Mariner Credentials, when submitting your credentials, attach copies of your photo and your signature pages, your limitations page and the page bearing the USCG representative signature of approval.
