Vessel Registration and Titling
On July 1, 2021, DOBOR implemented vessel titling. All undocumented vessels principally used in Hawaii must be titled. Detailed Vessel Registration and Titling information, including requirements and fees, is available here.
As part of the implementation of vessel titling, DOBOR will be changing to a new system for vessel registration and titling. Online credit card payments will be temporarily disabled during the transition.
Until further notice, we request that all boaters renewing their vessel registration come in-person to the Vessel Registration and Titling Office on Oahu or the nearest Neighbor Island District Office to verify and/or provide additional information for their vessels as well as to obtain a vessel title. Under vessel titling and registration laws, a vessel cannot be registered unless it is titled, except for those vessels exempt from titling. Due to security considerations, DOBOR will not mail a vessel title except in certain unique circumstances, determined on a case-by-case basis.
