Submitting Testimony for DOBOR Public Hearings
There are multiple ways to submit testimony on a proposed rule or proposed rule amendments to Hawaii Administrative Rules. If DOBOR staff believes that your testimony clarifies or improves the proposal or indicates a necessity for any revisions, your recommendations may be incorporated in a revised proposal. If substantive rule changes are necessary, another public hearing will be held, in accordance with Chapter 91, Hawaii Revised Statutes.
You may submit testimony by the following methods:

Present your testimony verbally in-person at the public hearing;

Send your written testimony by e-mail to [email protected]. Please ensure that the subject line and/or body of your email clearly identifies the rule topic, chapter, and/or section it applies to;

Send your written testimony by fax to (808) 587-1977, Attn: DOBOR HAR Review; or
-
Send your testimony by postal mail to: DOBOR HAR Review, 4 Sand Island Access Road, Honolulu, Hawaii 96819. Please note: DOBOR does not reimburse or otherwise pay for testifiers’ postage costs.
Helpful Testimony Tips

Your testimony should include your name, organization if you represent any, and a way to contact you. Testimony from a source that cannot be identified may or may not be considered in DOBOR’s deliberations on the proposal. Testimony submitted after stated deadlines may or may not be considered in DOBOR’s deliberations on a proposal. A public hearing is not a forum for testifying on issues unrelated to the proposal under consideration.

Please indicate in your testimony if you support, oppose, or are commenting on the proposal and keep your testimony as specific and detailed as possible (e.g., if you are recommending revisions to the proposal, please provide the exact language you are recommending and where the proposal should be revised).

You will not be required to verbally read testimony at the public hearing if you have already submitted the same testimony in written form.
