Any individual associated with any research, educational, or management institution to collect regulated aquatic organisms or resources, use regulated gear, or collect/conduct activities in regulated areas, for research, educational or management purposes.

How to Apply

DAR is transitioning to a new online application portal. In the interim, please complete this Google Form to apply for a Special Activity Permit.
Note: an application is only considered complete if the Google Form is thoroughly completed, AND a “Request Spreadsheet” is uploaded with the form. Please download the current Request and Reporting Spreadsheet and ensure accurate locations are conveyed to the SAP team. For support, you may refer to the Coastal Locations Excel document. Please note that the listed locations for each island begins at the southeast corner and proceed in a counterclockwise direction.

For coral restoration projects:
If you are planning to conduct coral restoration work, you must complete both the SAP application and the DAR SAP Coral Restoration Framework Tool. Please use the DAR SAP Guidelines for Coral Restoration Special Activity Permit Applications to assist completing the Tool. Additionally, please review the Standard Permit Conditions – Coral Restoration document to ensure your project aligns with these requirements. If any conditions cannot be met, please provide a justification along with a proposed alternative for review.
