Certified Boater Registry
The Hawaiʻi Certified Boater Registry is an online database managed by the Department of Land and Natural Resources, Division of Boating and Ocean Recreation (DLNR/DOBOR). It is used only for Boating Safety Certifications, it does not include Thrill Craft or Tow-in Surfing credentials.
Joining the Registry is optional but strongly recommended, as it makes it easy to replace a lost or damaged Boater Safety Education Card. The card is free, and storing your credential with DOBOR provides a secure backup. Please note that DLNR/DOBOR is not affiliated with course providers; the Registry simply allows you to keep your certification on file with the division.
If you already registered in person, you do not need to complete this online form. All submitted information is kept private and will only be accessed by authorized DLNR staff and law enforcement. By joining, you consent to DOBOR using your email or phone number to share safety updates, bulletins, and other important notices.
Merchant Mariner Credential (MMC) holders: Registering allows you to have a Boating Safety Card for life, whereas your MMC has an expiration date. When submitting your MMC, you must include copies of: 1) Photo page 2) Signature page 3) Limitations page 4) Page with the USCG approving officer’s signature.
