Commercial Use Permit Lotteries

This page contains information about lotteries for DOBOR Commercial Use Permits (CUPs). Lotteries are held intermittently at the discretion of DOBOR staff and as authorized or mandated by Hawaii Revised Statutes and Hawaii Administrative Rules. Please be aware that some lotteries are specific to particular areas, regions, and/or activities. Lottery instructions and details are provided in lottery packets and are in PDF format. You will need a program capable of displaying PDF files to view auction packets.

Qualification Questionnaire due by 4:00pm on November 3, 2023; or postmarked by November 3, 2023.

Notification of qualification/non-qualification: November 9, 2023

In-Person Lottery: November 17, 2023

Email and fax submissions NOT accepted.

Examples that would meet the 5-year surfing instruction requirement:

Commercial Use Permit issued by DOBOR authorizing surf instruction;
Documentation of employment with a company that offers in surf instruction;
Reviews on TripAdvisor, Yelp, etc.;
Stated business purpose in DCCA filings;
Corporate or other business documents showing the stated purpose of the business.
