Harbor User Handbooks
Three “user handbooks” are provided for the convenience of DLNR/DOBOR mooring tenants and applicants. These publications provide guidance on applying for and maintaining a mooring permit as well as laws and rules for use of harbors and offshore moorings.
Please note that these user handbooks are provided for informational use only and should not be relied upon as a replacement for official laws and rules. For those who would like to apply for a permit to moor a vessel in a DLNR/DOBOR facility.

For mooring tenants and those who have been offered a mooring permit or an offshore mooring in a DLNR/DOBOR facility.
COMMERCIAL TENANT HANDBOOK
For those who possess a Commercial Use Permit and have a vessel moored in a DLNR/DOBOR facility or a vessel moored elsewhere (VME) and and conduct their commercial activity from a DLNR/DOBOR facility.
