The Hawaiʻi Island Navigation Team will be community-nominated and selected to reflect balanced geographic, cultural, and experiential representation across the island’s moku. Nominees must meet qualifications, demonstrate a strong connection to place and nearshore resources, and commit to an 18–24 month process. A seven-member Nomination Review Team, one representative per moku with Kona divided into North and South, will review eligible candidates and recommend a team that reflects community priorities, diverse ocean users, and trusted leadership. Community guidance on the composition and representation of the Navigation Team(s), qualifications of team members, and shared management concerns and priorities will be gathered at the Talk Story events and shared with the Navigation Team(s), which will be foundational to their discussions.

The Role of the Hawaiʻi Island Navigation Team
The Navigation Team will develop management recommendations for Hawaiʻi Island’s nearshore resources based on local knowledge, community input, and best available data. Building on priorities identified during Talk Story sessions, the team will refine both regulatory and non-regulatory actions under DAR’s management framework. Draft recommendations will be shared back with the community for feedback before advancing to public scoping and potential rulemaking. Throughout the process, team members serve as a bridge between their communities and planning discussions, ensuring recommendations are grounded in lived experience and island-wide perspectives.
