The Board may go into Executive Session pursuant to section 92-5(a)(4), HRS, in order to consult with its attorney on questions and issues pertaining to the Board’s powers, duties, privileges, immunities, and liabilities.
In some of the matters before the Board, a person may wish to request a contested case hearing. If such a request is made before the Board’s decision, then the Board will consider the request first – before considering the merits of the item before it. A person who wants a contested case may also wait until the Board decides the issue, then request the contested case after the decision but before the close of the board meeting. It is up to you. Any request must also be made in writing within ten calendar days. If no request for contested case is made, the Board will make a decision. The Department will treat the decision as final and proceed accordingly.

A. MINUTES
1. Approval of February 13, 2026 Meeting Minutes.
C. DIVISION OF FORESTRY AND WILDLIFE
1. Authorize the Division of Forestry and Wildlife to conduct public hearings to gather input on the potential set aside of lands as forest reserves on Molokaʻi (Tax Map Key [2]5-8-003:012 as an extension of the Molokaʻi Forest Reserve), on Maui (Tax Map Key [2]1-1-002:007 as an extension of the Koʻolau Forest Reserve), and on Hawaiʻi (Tax Map Keys [3]1-8-006:026, [3]1-8-006:027, and [3]1-8-006:029 as an extension of the ʻŌlaʻa Forest Reserve); and as a Natural Area Reserve on Maui (Tax Map Key [2]1-7-003:036 as the Kailio Point Natural Area Reserve).
Authorize the Chairperson to establish the dates, locations, and times for the Public Hearings, and to appoint Hearing Officers for the hearings.

D. LAND DIVISION
1. Amend General Lease No. S-5206 to Kapaa Congregation of Jehovah’s Witnesses, Lessee, for Church Site and Related Religious Purposes, Kapaʻa, Kawaihau, Kauaʻi, Tax Map Key: (4) 4-6-014:110.
The purpose of amending the document is to change the lease language for future rental reopenings so that such reopenings will be based on the Board’s then prevailing minimum rent policy.
2. Issuance of a Revocable Permit to Hilo Products, Inc., for Limited Industrial Uses Allowed Under the Current County of Hawaiʻi Zoning Code Purposes, Kanoelehua Industrial Area, Waiākea, South Hilo, Hawaiʻi, Tax Map Key: (3) 2-2-050:085.
E. STATE PARKS
1. Authorize the Acquisition in Fee Simple of Real Property and Improvements at Hāʻena Beach Park, Kauaʻi, Hawaiʻi, Tax Map Key: (4) 5-9-005-019-0000, and Maniniholo Dry Cave, Kauaʻi, Hawaiʻi, Tax Map Key: (4) 5-9-005-017-0000, from County of Kauaʻi to State by Way of Dedication; and
Approve and recommend to the Governor the issuance of an Executive Order Setting Aside Hāʻena Beach Park and Maniniholo Dry Cave to the Department of Land and Natural Resources, Division of State Parks for Park Purposes; and Recommendation for properties so acquired, to be added to Hāʻena State Park pursuant to the requirements of Section 171-11, HRS. Hāʻena State Park is currently set aside under Governor’s Executive Order 3391, for Park Purposes.
Declare the Project Exempt from the Requirement of Preparation of an Environmental Assessment under Chapter 343, HRS, and Chapter 11-200.1, HAR.

Approval to Amend General Lease SP0548 to Keʻehi Memorial Organization to Restructure the Current Annual Lease Rent to the Prevailing Nominal Rate and Extend the Current Term By Fifteen (15) Years for Continued Operation, Maintenance and Administration of Keʻehi Lagoon Memorial State Park, Honolulu, Oahu, Tax Map Key: (1) 1-1-003:004; and
Declare the Project Exempt from the Requirements of Chapter 343, Hawaii Revised Statutes and Title 11, Chapter 200.1, Hawaiʻi Administrative Rules.
F. DIVISION OF AQUATIC RESOURCES
1. Request for Approval for a FY26 State-Funded Project Agreement Between the Department of Land and Natural Resources and the University of Hawai‘i for Statewide Coral Nursery and Restoration Support in Alignment with the Division of Aquatic Resources’ Management Goals.

2. Request for Fines and Penalties against Trident Adventures LLC for Conducting Unpermitted Commercial Activities in the Sharks Cove, Three Tables, and Waimea Bay ocean waters of the North Shore Oahu Ocean Recreation Management Area (“ORMA”) regulated under HAR section 13-256-63, and Pūpūkea Marine Life Conservation District regulated under HAR chapter 13-34, island of Oahu, on June 9 and June 19, 2025.
3. Request For Approval to Hold Public Hearings on 1) the Adoption of a New Hawaii Administrative Rules Chapter Within Title 13: Chapter 13-60.12, “Kaʻūpūlehu Fisheries Management Area, Hawaiʻi” to establish the area boundaries, establish bag limits, size limits, and open and closed seasons for various marine life species, implement gear restrictions, establish a fishing permit requirement including permit terms and conditions, and to establish rules and boundaries for the ‘Opihi Rest Area Rotational Zones to implement enhanced ‘opihi management measures, the Kai Malu Management Area to align with the traditional fishing practices of Kahuwai Bay, and the Wai a Kāne Cultural Site and Freshwater Spring to recognize and preserve the important cultural and ecological role Wai a Kāne plays for Kahuwai Bay and the surrounding nearshore ecosystem; and 2) Amendments to and Compilation of Chapter 13-60.4, Hawaii Administrative Rules, “West Hawaiʻi Regional Fishery Management Area, Hawaiʻi” to repeal rules for the Kaʻūpūlehu Marine Reserve, reestablish the Kaʻūpūlehu Fish Replenishment Area, and make other housekeeping amendments throughout the chapter.
