BLNR Meetings 2026

Meetings of the Board of Land and Natural Resources (BLNR) are held on the second and fourth Fridays of each month except, should a holiday fall on a Friday, the meeting is held on Thursday instead. In November and December, there is only one meeting, typically on the second Friday of each month. This schedule is subject to change. Meeting agendas are posted at least six days prior to the date of the meeting below.

Location & Testimony:

BLNR Members, staff, applicants, and testifiers can choose to participate either
in person, via ZOOM or by telephone.

To provide in-person testimony:
Attend live at 1151 Punchbowl St. Room 132 (Kalanimoku Building), Honolulu, Hawai‘i.
Please arrive at least fifteen (15) minutes prior to the meeting start time in order to add your name to the sign-in sheet.

To provide video testimony:
Send your request to [email protected]
Include your name and the agenda item on which you would like to testify. Once your request has been received, you will receive an email with the Zoom link. Requests may be made during the meeting.

To provide oral testimony by telephone:
See the relevant meeting agenda for dial-in information.

To provide written testimony:
We encourage interested persons to submit written testimony in advance of the meeting, which will be distributed to Board members prior to the meeting and allow a timely review. Please submit written testimony via email to: [email protected]. Written testimonies can also be mailed to: P.O. Box 621, Honolulu, Hawaii 96809. Written testimonies may be posted upon the Board of Land and Natural Resources meeting website; as a precaution, please be mindful with any personal information prior to submitting unless you intend it to be shared. Late written testimony will be retained as part of the record and distributed to Board members as soon as practicable, but we cannot ensure the Board will receive it in sufficient time to review, prior to decision-making.

Minutes:
The BLNR meets to review DLNR division presentations and make decisions on specific issues. Discussions are recorded and are later summarized as minutes. Draft minutes and audio recordings are posted on this webpage as soon as practicable after the meeting.  Written summary minutes that have received unanimous approval by the BLNR at a subsequent meeting, once available, are posted on this page and replace the previously posted draft version.
