FERAL GOAT, SHEEP CONTROL PERMITS ANNOUNCED FOR THE PU‘U WA‘AWA‘A FOREST RESERVE MAKAI AND MAUKA SECTIONS

HILO — The Department of Land and Natural Resources (DLNR) Division of Forestry and Wildlife (DOFAW) is issuing permits for control of feral goats in the makai portion — and feral goat and feral sheep in the mauka portion — of the Pu‘u Wa‘awa‘a (PWW) Forest Reserve, pursuant to Title 13, Chapter 123, “Rules Regulating Game Mammal Hunting,” §13-123-9, “Nuisance or crop damage.” The four programs that will take place will be as follows: PWW MAKAI ARCHERY, PWW MAKAI MUZZLELOADER, PWW MAUKA NON-TYPICAL RAM/EWE, and PWW MAUKA TYPICAL RAM INCENTIVE. These programs will be conducted on weekends only, in two phases:

Phase 1 will begin September 20, 2014 and end October 19, 2014

Phase 2 will begin February 7, 2015 and end March 15, 2015.

A valid hunting license is required to apply for all permits. The deadline for ALL permit applications will be Wednesday, Sept. 3, 2014. Hard copies of applications may be obtained at both the East and West Hawaii DOFAW offices OR online at https://hawaii.gov/dlnr/dofaw/.

Permits for the PWW MAKAI ARCHERY program will be assigned for the FIRST day of the first weekend ONLY for both phases by telephone call-ins to the DOFAW office in Kamuela at (808) 887-6063 from 9 a.m. August 27, 2014 to 10 a.m. September 3, 2014. A maximum of five permittees will be allowed per call and only one slot per hunter is allowed. Participation for the remaining portion of the Makai Archery program will be on a first-come, first-served basis at the hunter check station on the day of program.

Permit assignments for the PWW Makai Muzzleloader, the PWW Mauka NON-TYPICAL RAM/EWE hunt, and the TYPICAL RAM INCENTIVE hunt, hunters will be selected through random lottery drawings to be held on Wednesday, Sept. 10, 2014 at the DLNR Hunter Education Building in Kamuela, HI.

Applications may consist of a maximum of 5 licensed hunters. Applicants interested in participating in the MAKAI MUZZLELOADER, MAUKA NON-TYPICAL RAM/EWE, or the MAUKA TYPICAL INCENTIVE programs must apply for each program separately through the attchements below:

 Applicants may only submit their name once for the MAKAI MUZZLELOADER program, once for the MAUKA NON-TYPICAL RAM/EWE program, and once for the MAUKA TYPICAL INCENTIVE program. Duplicate entries, after the first entry, will be discarded. Results of the random lottery drawings will be made available at the West Hawaii DOFAW office, as well as online at https://dlnr.hawaii.gov/dofaw. The lottery drawing for the Makai MUZZLELOADER program will assign a maximum of 50 permits per WEEKEND from applications received by the deadline. The lottery drawings for BOTH Mauka ARCHERY programs will assign a maximum of 30 permits per WEEKEND drawn from all applications received by the deadline.

The PWW MAKAI ARCHERY program (below Mamalahoa Highway) will take place during the first three (3) weekends of Phase 1 (September 20, 2014 – October 5, 2014) and the first four (4) weekends of Phase 2 (February 7, 2015 – March 1, 2015).

The PWW MAKAI MUZZLELOADER program will take place during the last two (2) weekends of Phase 1 (October 11-19, 2014) and the last two (2) weekends of Phase 2 (March 7- 15, 2015). For permit assignments for both phases of the PWW Makai, MUZZLELOADER program, hunters will be selected through a random lottery drawing to be held on Wednesday, September 10, 2014 at the DLNR Hunter Education Building in Kamuela, HI.

The bag limit on goats for both PWW Makai programs will be two (2) per hunter per day of the program. Deboning is not allowed, but quartering feral goats is permissible with skin attached for identification purposes. For safety purposes, a maximum of 50 permittees will be allowed in the PWW Makai section per day.

For PWW MAUKA (above Mamalahoa Highway), there will be two control programs in the safety zone. The first program will be a NON-TYPICAL RAM/EWE hunt to take place during Phase 1. The bag limit for the non-typical ram/ewe hunt will be two (2) non-typical rams and one (1) ewe per hunter per weekend. The second program will be a TYPICAL RAM INCENTIVE hunt, to take place during Phase 2. The bag limit for typical rams will be one (1) ONLY AFTER one (1) non-typical ram has been harvested and checked-out by the same permittee. There is no bag limit on feral goats for PWW Mauka during either program. Whole carcasses (entrails can be cleaned but with attached genitalia on carcass) need to be inspected at checkout. For safety purposes, a maximum of 30 permittees will be allowed per day.

Permittees are to check in at the Pu‘u Wa‘awa‘a check station between 5 a.m. and 2 p.m. and must be checked-out by 6 p.m. Vehicle passes will be given at the hunter check station. Standbys will be allowed after 10 a.m. as slots become available. Non-permittees and ATVs are not allowed.
