Nā Ala Hele Program Plan
The Nā Ala Hele Trail and Access Program is guided by the Nā Ala Hele Program Plan. The Plan is a set of guidelines for achieving the clear goals and objectives of the agency. The Plan identifies and establishes a set of rules for enacting a set of activities or initiatives. It is a wholistic approach to how the agency should be performing. The Plan includes: program vision and goals, assessment of available resources, strategy for addressing goals, implementation guidelines, and program evaluation.

For the first time since 1991, the Nā Ala Hele Trails Program Plan is being updated! The Program Plan Update Project will seek input from Department of Land and Natural Resources staff, the Island Advisory Councils, stakeholders with key insights into the Program’s operation, and the general public. The resulting document will build upon the foundational 1991 Plan to reflect today’s needs, desires, and best management practices.
